Forced Displacement

Ethnic conflicts in Myanmar have, over the years, produced a large number of migrants as well as internally displaced persons (IDPs). Amnesty International estimates that 30,000 people have been displaced in the Shan State; approximately 36,000 people had already been displaced in Karen State.35

Whereas a vast number of this displaced population has not left Myanmar and become IDPs, according to the estimates of the Myanmarese and Southeast Asian labour rights groups, conflicts over the years have sent anywhere between two to four million Myanmarese migrants into Thailand.36 Continuing clashes in the Kachin State have sent nearly 60,000 refugees to 80 camps, some in China's southwestern Yunnan province prodding China to ask Myanmar to secure the border region.37 In February 2012, Chinese foreign ministry spokesperson said, ‘China … sincerely hopes Myanmar will find a peaceful way to appropriately resolve problems with ethnic reconciliation and will protect the long-term peace and stability of the China-Myanmar border region’.38 Hope for the return of the migrants in Thailand may, however, become a reality in coming years. An 11-point agreement signed between the SSA-South and the government on 19 May 2012 included ‘a landmark decision to resettle all displaced Shan families and civilians in southern Shan State, and perhaps those currently living along the border with Thailand’.39
